If so why?: In the video you can see I walked Into his base afterwards meaning I started a raid and as a owner of that base I killed him since he could kill me before I even begin the raid.

The clip you sent doesn't work and you can't kill someone before raiding them, that's still considered RDM. Even if you know that it's his base you have to atleast lockpick first to start a raid rather than blatantly murdering him outside his base, and you tried getting your warn appealed before with a different reason?
